Is Poker Games Buy-ins does not imply legal in California?

I am planing a social event for a nonprofit organization, and want to make a poker tournament Texas Hold 'Em (distributor tour around the world). I am charging each person a $ 15 fee to cover food, rent chairs and tables, and I am giving the prizes out. Even for people who do not want to play poker, but only to pay Social this rate. We are planning to play three rounds of Texas Hold 'Em, and there is no entry for any game round. Each player is given the same amount of chips before each round starts, and the winners can accumulate points and receieve no-cash prizes is greater than the value of $ 200. Other smaller prizes will also be given to the non-winners at random. We are holding this event in the garage of a friend, so the maximum limit of 40 participants. We're not looking to generate net income, but only to break even. Therefore, we have to go through the registration of game or to make California a charity event for this legal event?

Poker is legal everywhere in California. While the host will not no monetary benefit from gambling is legal. You can go to play poker for money right in front of a police station and is legal as long as the person organizing the game not benefit people who play (with the exception of gambling winnings)
